Answer: the charge enclosed by that surface

An iron safe has a net positive charge on its walls.
The safe is closed (and empty).
Describe the direction of the electric field
a) just above the exterior surface of the top of the safe
b) just below the interior surface of the top of the safe
Answer: Just outside the top of the safe, the electric field
points upwards, perpendicular to the surface.
Everywhere inside the safe, the electric field is zero.
